Housing Policy Reform
We, the undersigned of the nation of Ireland, hereby petition the Government to initiate the
process for an ‘ordinary’ national referendum — in accordance with the democratic
principles enshrined in the constitution — to amend the rules governing access to the Irish
housing system.
We propose that the following constitutional provisions be placed before the Irish people for
approval in a referendum:
- Ban on Foreign Investment Funds Purchasing Residential Property:
A complete ban shall be enacted on the purchase of residential property in the State by
foreign investment funds, including but not limited to vulture funds, real estate investment
trusts (REITs), and other speculative entities operating from outside Ireland.
- Priority Allocation to Native Irish Citizens:
A minimum of 90% of all units in state-funded housing developments shall be allocated to
native Irish citizens, defined as those born in Ireland with at least one Irish-born parent.
- 100% Tax on Residential Property Acquisitions by Non-EU Nationals:
Any residential property purchased by a non-EU national shall be subject to a 100% levy
based on the property's value, unless the purchaser has held continuous residency and tax
liability in the State for a minimum of ten years.
This petition is grounded in Article 6 of Bunreacht na hÉireann, which declares:
“All powers of government, legislative, executive and judicial, derive, under God, from the
people... whose right it is, in final appeal, to decide all questions of national policy.”
